Patent Claims:1. An expression cassette for long term in vivo expression of a transgene in a mammalian liver cell wherein the expression cassette comprises the coding sequence of said transgene and SEQ ID NO:7 operatively linked to the 3' end of said coding sequence.

2. An in vitro mammalian liver cell transfected with a gene expression cassette wherein said expression cassette comprises a coding sequence of a transgene and SEQ ID NO:7 operatively linked to the 3' end of said coding sequence.

3. A process for increasing long term in vivo expression of a transgene in a mammalian liver cell comprising: a) constructing a gene expression cassette wherein SEQ ID NO:7 is operatively linked to the 3' end of the coding sequence of said transgene: and, b) delivering said gene expression cassette to the liver cell in vivo wherein long term expression of said transgene is increased.

4. The process of claim 3 wherein the liver cell is a hepatocyte.

5. A gene expression cassette comprising: an alpha-fetoprotein (AFP) enhancer, an albumin promoter, a 5' intron, a linker sequence into which a gene coding sequence can be cloned, and SEQ ID NO:7 operatively linked to the 3' end of said linker sequence.
