Patent Claims:	1. A topical cream composition comprising: between 0.015% and 0.035% (w/w) clobetasol, at least 60% (w/w) water, at least one penetration enhancing agent comprising diethylene glycol monoethyl ether, and at least one alcohol selected from the group consisting of fatty alcohols, PEGylated fatty alcohols, long chain alcohols, isopropyl alcohol, benzyl alcohol, branched aliphatic alcohols, lanolin alcohol, polyvinyl alcohols, and combinations thereof; wherein the composition is free of propylene glycol. 2. The composition of claim 1, wherein the clobetasol is clobetasol propionate. 3. The composition of claim 1 is an oil-in-water emulsion. 4. A topical cream composition comprising between 0.015% and 0.035% (w/w) clobetasol propionate, at least 60% (w/w) water, between 0.01% and 15% diethylene glycol monoethyl ether, and at least one alcohol selected from the group consisting of fatty alcohols, PEGylated fatty alcohols, long chain alcohols, isopropyl alcohol, benzyl alcohol, branched aliphatic alcohols, lanolin alcohol, polyvinyl alcohols, and combinations thereof; wherein the composition is free of propylene glycol. 5. The composition of claim 1, wherein the at least one alcohol comprises at least one fatty alcohol. 6. The composition of claim 1, wherein the at least one alcohol comprises at least one PEGylated fatty alcohol. 7. The composition of claim 1, wherein the at least one alcohol comprises at least one long chain alcohol. 8. The composition of claim 1, wherein the at least one alcohol comprises isopropyl alcohol. 9. The composition of claim 1, wherein the at least one alcohol comprises benzyl alcohol. 10. The composition of claim 1, wherein the at least one alcohol comprises at least one branched aliphatic alcohol. 11. The composition of claim 1, wherein the at least one alcohol comprises lanolin alcohol. 12. The composition of claim 1, wherein the at least one alcohol comprises at least one polyvinyl alcohol. 13. The composition of claim 4, wherein the at least one alcohol comprises at least one fatty alcohol. 14. The composition of claim 4, wherein the at least one alcohol comprises at least one PEGylated fatty alcohol. 15. The composition of claim 4, wherein the at least one alcohol comprises at least one long chain alcohol. 16. The composition of claim 4, wherein the at least one alcohol comprises isopropyl alcohol. 17. The composition of claim 4, wherein the at least one alcohol comprises benzyl alcohol. 18. The composition of claim 4, wherein the at least one alcohol comprises at least one branched aliphatic alcohol. 19.
