Patent Claims:1. A method of treating diminished ischemia-induced neovascularization in a diabetic subject consisting of: a) measuring diminished ischemia-induced neovascularization in a diabetic subject: and b) transdermally administering to the diabetic subject a pharmaceutical composition consisting of deferoxamine in a sterile diluent or consisting of deferoxamine in solution with a pharmaceutically acceptable salt, liquid carrier, excipient, or stabilizer, in an amount effective to increase neovascularization.

2. The method of claim 1, wherein said deferoxamine is in a solution with a liquid glycol carrier.

3. The method of claim 1, wherein said deferoxamine is in sterile saline.
