Patent Claims:1. An isolated nucleic acid selected from a group consisting of: (a) a nucleotide sequence encoding an amino acid sequence set forth in SEQ ID NO:3; (b) a nucleotide sequence set forth in SEQ ID NO:1; and (c) a nucleotide sequence set forth in SEQ ID NO:2.

2. A vector comprising the isolated nucleic acid according to claim 1.

3. A method of inducibly-conferring epigenetic repression on a target gene in a plant shoot or root apical meristem, comprising the steps of: (a) providing a plant containing: (1) the isolated nucleic acid encoding VIN3 according to claim 1 under control of an inducible promoter; and (2) a target gene comprising the nucleotide sequence set forth in SEQ ID NO:4 from Intron 1 of Flowering Locus C; and (b) inducing expression of said isolated nucleic acid encoding VIN3 whereby VIN3-mediated epigenetic repression of the target gene is effectuated.

4. The method according to claim 3 wherein repression of said target gene results in alleviation of a vernalization response in the plant.

5. The method according to claim 3 wherein said plant is a winter annual or a biennial plant.

6. The method according to claim 3 wherein said plant is a Cruciferous plant.

7. The method according to claim 3 wherein said target gene is Flowering Locus C (FLC).
